Corruption in public procurement harms the public interest, undermines public trust and has a negative impact on people’s lives. However, tackling effectively corrupt and fraudulent activities is a challenging task and requires a complex approach. Civil society as effective anti-corruption actor can give a valuable input in promoting transparency, accountability and preventing corruption.

In order to look for new innovative ways of preventing corrupt practices in projects funded by EU funds, the European Commission’s Directorate-General for Regional and Urban Policy and Transparency International joined forces in this new initiative. In March 2015, Commissioner for Regional Policy Corina Creţu and Transparency International Deputy Managing Director Miklos Marschall launched the pilot project ‘Integrity Pacts – Civil Control Mechanism for Safeguarding EU Funds’.

EU Training in Public Procurement

Training on Cohesion Policy 2014–2020 for EU Member State Experts

New trainings will be organized in 2018.

The new rules and legislation governing the EU Cohesion Policy investments for 2014-2020 were adopted in December 2013. The new legislative framework introduced a number of changes as compared to the previous round. In order to support the EU Member States in interpreting and applying the new regulatory requirements, the European Commission has been organising a series of training events targeting national and regional authorities responsible for the management of the Structural and Cohesion Funds.

TAIEX REGIO PEER 2 PEER

TAIEX REGIO PEER 2 PEER is designed to share expertise between bodies that manage funding under the European Regional Development Fund (ERDF) and the Cohesion Fund. It helps public officials involved in the management of these funds to exchange knowledge, good practice and practical solutions to concrete problems thus improving their administrative capacity and ensuring better results for the EU investments.

After a successful piloting period, the implementation of TAIEX-REGIO PEER 2 PEER has been extended until 2020

Action Plan on Public Procurement

The Commission’s Action Plan on Public Procurement sets out a series of initiatives aimed at helping Member States to improve the performance of both administrations and beneficiaries in applying public procurement for EU investments during the 2014-2020 programming period. The Action Plan is prepared and endorsed by all relevant Commission services (DG Regional and Urban Policy, DG Internal Market, Industry, Entrepreneurship and SMEs, DG Employment, Social Affairs and Inclusion, DG Agriculture and Rural Development, DG Maritime Affairs and Fisheries) and the European Investment Bank (EIB). It is part of the Commission’s comprehensive action to ensure that tax payers’ money is spent efficiently and transparently.

Public procurement – a study on administrative capacity in the EU

A study offers a unique and unprecedented overview of the current state of administrative capacity in the field of public procurement in the EU with a special focus on the implementation of the European Structural and Investment (ESI) Funds. It looks at the systems and structures in the individual Member States and provides valuable information as to how to improve the quality of public procurement and ensure more efficiency, transparency and regularity, in line with the Investment Plan for Europe and the EU budget focused on results initiative.

This study provides a systematic assessment of the public procurement systems of each of the Member States with a particular focus on the way how they are organised and function. Based on desk research for 28 Member States, field interviews in 15 Member States, case studies in the Czech Republic and Portugal and an online survey of practitioners in 28 Member States, the study assesses each system’s strengths and weaknesses and provides country specific recommendations in 28 country profiles. It also identifies a list of good practices and lessons learnt from the past that could be used by decision-makers to improve administrative capacity, especially in terms of human resources, systems and tools, and governance structures.
